So what you have to do is: Go to settings>general> and scroll down until you see a separate VPN setting. However the VPN will automatically switch back on even if you try to switch it off. So I tried to switch off my VPN phone on my phone. But I do not have the VPN turned on my iPad. All the Amazon apps on my way old iPad have been working this entire time. But then it occurred to me that it could be the VPN. I got a brand new iPhone 13 today, and no Amazon app worked still.
